Accordingly, the Department of Science and Technology is assigned to continue advising on the upgrade and completion of the information technology and telecommunications infrastructure to support Hanoi's growing digital transformation. It also helps accelerate data sharing and connectivity among state management agencies.

The department is responsible for monitoring and consolidating reports from departments, agencies, and district-level People’s Committees regarding the progress of the city’s digital transformation plans for a smart Hanoi by 2025, with a vision for 2030.

The Hanoi Public Administrative Service Center is publishing a list of administrative procedures that are eligible for full online delivery as a public service.

The city also makes efforts to restructure administrative workflows and promote the use of digitized documents stored on platforms such as VNeID, national databases, specialized sector databases, and individual data warehouses.

The Department of Industry and Trade is developing a program to promote the consumption of goods and services in the digital environment. The program supports the development of e-commerce and online transactions.

All departments and district-level authorities have been instructed to actively implement digital transformation programs and develop e-government according to the national digital transformation agenda for advancing digital governance.
