Hanoi approves zoning plan for 1st hi-tech biotech park
The 200-hectare Hanoi Biotechnology High-Tech Park in Bac Tu Liem District aims to make Hanoi a regional biotech hub, in line with the national strategy on biotechnology development and reducing reliance on imported biotechnology products.
THE HANOI TIMES — The Hanoi People’s Committee has approved a 1/2000-scale zoning plan for the capital’s first Biotechnology High-Tech Park, a 199-hectare project located in Bac Tu Liem District.

The park will span five wards, including Tay Tuu, Lien Mac, Minh Khai, Thuy Phuong, and Co Nhue 2, and is expected to become a major hub for high-tech activities, healthcare, training, education, research, and supporting services. It will also include residential areas for experts and workers, green spaces, technical and transport infrastructure, and public facilities.
The site is bordered by planned roads and the Nam Thang Long Industrial Park. To the south, it connects with the key 60.5-meter-wide Tay Thang Long Boulevard.
The project’s zoning is in line with Hanoi’s Master Plan Adjustment to 2045 with a vision to 2065. Building density is capped at 30%, with most structures limited to one to eight stories. Key buildings along the Tay Thang Long axis may reach up to 25 stories, creating a visual link with the park’s central green area.
Urban design will ensure the park fits well with neighboring developments and existing residential zones. A central north-south spatial axis will guide the layout, while further architectural details will be developed during the planning stage. The design will incorporate green space, internal traffic flow, lighting, fire safety, sanitation, and infrastructure systems.
Developers must follow strict land-use regulations and comply with the "Regulations on Management According to the 1/2000 Zoning Plan," which accompany the approval. Any changes to the plan must undergo legal procedures.
The Department of Planning and Architecture is tasked with reviewing planning documents, while the Bac Tu Liem District People’s Committee will coordinate public disclosure of the approved zoning. Local officials, including the Chief Inspector of the Department of Construction and ward-level authorities, will oversee implementation and enforcement.
Project investors are required to use the approved plan in all dealings with city departments and the High-Tech and Industrial Parks Management Board, fulfilling legal obligations related to investment, land, and finance.
